USTDA Grant to Assist Romania with Aviation Surveillance Modernization Project

BUCHAREST, ROMANIA – The U.S. Trade and
Development Agency is awarding a $513,170
technical assistance grant to the Romanian Air
Traffic Services Administration (ROMATSA) to
evaluate and recommend upgrades to aviation
surveillance technology throughout Romania. The
technical assistance will support ROMATSA in
ensuring that its aviation surveillance, data
communications, traffic flow management and
performance-based navigation system conform to
a global standard of performance.
The grant was signed March 27, 2012 by U.S.
Deputy Chief of Mission Duane C. Butcher on
behalf of USTDA, and Bogdan Donciu, General
Director of ROMATSA.
"This modernization project is part of
Romania's overall goal of enhancing its
airspace and capacity. If implemented, it will
result in more efficient flight routing and
reduced flight delays," stated USTDA Regional
Director Carl Kress. "The technical assistance
grant will also create potential export
opportunities for U.S. companies that provide
aerospace technologies and services."
As a member of the Single European Sky (SES)
program, Romania has committed to make numerous
technological improvements in order to conform
to international standards. This USTDA-funded
study will assist ROMATSA to improve its Flight
and Traffic Information Broadcast systems. In
addition, the newer airspace technologies would
provide aircraft operators, pilots and air
traffic controllers with enhanced capacities to
improve situational awareness to improve
passenger safety.
There are several American businesses that are
highly competitive in these technologies and
have expressed interest in supporting Romania's
modernization plans. "As ROMATSA continues to
execute its strategy for the future, the U.S.
Government is pleased to make a contribution to
its progress. The technical assistance provided
through this grant will guide and help that
process," announced Deputy Chief of Mission
Butcher.
The opportunity to conduct the technical
assistance will be competed on the Federal
Business Opportunities (FBO) website. A link to
the FBO announcement will be posted on USTDA's
website at www.ustda.gov. Interested U.S. firms
should submit proposals according to the
instructions in the FBO announcement.
